Centre for security and Justice Studies publishes a book on Nepal Police 'Kasautima Nepal Prahari' (Nepal Police Under Scrutiny)
Chapter 1—Professional challenges and institutional development
This chapter is jointly written by Mr. Bhuwan Chandra Bhatta, retired deputy inspector general and Dr. Govind Prasad Thapa, retired additional inspector general of police. This chapter mostly deals with the police laws, governance system, responsibility and accountability, administration and management of resources.
Chapter 2—Development of Nepal Police and policies
This chapter is written by Mr. Srikant Regmi, former secretary of ministry of home affairs. This chapter focuses on the historical development of Nepal Police, relationship of police with ministry of home affairs and other state agencies, politics and police, capacity of police, internal security threats and national security policy
Chapter 3—Criminal justice system: Challenges and its reform
Prof. Dr. Yubraj Sangraula is the writer of this chapter. He has written on the overview of the criminal justice system of Nepal, principles, structure and efficiency of the present system, coordination among the key stakeholders, and need for the institutional capacity building is the highlights of this chapter.
Chapter 4—Crime control and investigation
Mr. Anant Ram Bhattarai, retired additional inspector general, is the writer of this chapter. The historical development of criminal investigation system in Nepal Police, the existing laws and procedures related with the investigation, its limitation and effect, the criminal intelligence system, and management of resources and challenges and recommendations for the crime investigation department are the highlights of this chapter.
Chapter 5—Armed Police Force: The need and present state
Retired additional inspector general Mr Rabiraj Thapa is the writer of this chapter. He has elaborately described about the need for a paramilitary unit in the country, its establishment, its mandate, performance, achievements, and challenges it is facing.
Chapter 6—Law and Policy of Nepal Police
Journalist Mr. Rameswor Bohara is the writer of this chapter. He has shed lights on the performance and general public opinion of the police. He has mainly highlighted the situation of political intervention in the routine police administration and other possible factors leading to police failure with recommendations for improvement.
