CENTRE for SECURITY & JUSTICE STUDIES (CSJS)

Activities of the Centre 

Centre for Security and Justice STudies {CSJS) is working in partnership with Search for Common Ground (SFCG), Centre for Legal Research Resource Development (CeLRRd), and Human Rights and Community Development Academy Nepal (HUCODAN) as one Consortium in an innovative 4-year project entitled Pahunch2: Strengthening the Poor and Marginalised’s Access to Justice and Security in Nepal. It aims to improve security and access to justice for poor and marginalised communities, specifically women, in Nepal. 
The project has been designed in a highly collaborative manner as part of an overall assessment of security and justice issues conducted by the consortium and is closely aligned with the Governance Facility's Access to Justice Programme and DFID’s Security and Justice Programme. The project builds on the previous work of SFCG with the Nepal Police to strengthen youth-police relationship and collaboration and CeLRRd's and HUCODAN's community mediation and legal aid work. CSJS bring together expertise and nuances of the senior police officers that have served Nepal Police throughout their lives.

The Centre has been contributing to improve security in the country through various activities. Some of them are:  

2017

1. CSJS organized talk programs on 'Nepal Police in Federalism'.

2. CSJS organized talk program on the survey report on effectiveness of Women and Children Service Centre and Commuity Policing in Nepal.

2016

1. Centre for Security and Justice Studies conducted field research on Community Policing and Women and Children Servoce Centres in Sunsari, Siraha, Rautahat, Dhanusha, and Chitwan districts of Nepal during 27 Aug to 1 Sept 2016.

2. Centre for Security and Justice Studies (CSJS) organized a field research on Community Policing and Women and Children Service Centre in Rupandehi, Nawalprasai, Kapilvastu, and Dang districts of Nepal during March 17, 2016—March 21, 2016. (Chaitra 4-8, 2072)

3. Centre for Security and Justice Studies (CSJS) organized a talk at police headquarters on 'Federalism and Police System in Nepal' on Feb 5, 2016 (Magh 22, 2072)

4. Centre for Security and Justice Studies (CSJS) organized a seminar on 'Federalism and Police System in Nepal' at Hotel Annapurna, on Jan 6, 2016 (Pus 22, 2072)

2015 

1. Centre organized a talk program on ‘Federalism and Police System in Nepal’ on Dec 29, 2015 with law practitioners in Siddhartha Foodland, Kathmandu.

2. Centre organized a talk program on ‘Federalism and Police System in Nepal’ on Dec 17, 2015 with retired police officers at Hotel Shangrila, Lalitpur.

3. Centre for Security and Justice Studies (CSJS) organized a Discussion on Quality Assurance in Police on Oct 15, 2015 at National Police Academy, Kathmandu. Mr. Stephen Otter and his colleague, Detective Chief Superintendent Mark Powell from Her Majesty’s Inspectorate of Constabulary (HMIC) UK shared their experience in this field. Several senior police officers and members from civil societies attended the event.

4. Centre for Security and Justice Studies, in cooperation of UK Aid and Search for Common Ground, organized National Policy Dialogue on Policing in Nepal: Today and Tomorrow on Oct 2, 2015 at National Police Academy, Maharajgunj, Kathmandu.

5. Centre organized a discussion on Draft Nepal Constitution on July 20, 2015. The discussion focused on the Articles related to national security.

6. Centre organized a seminar on 'Role of Local Community in Disasters' on May 24, 2015 at Belbas, Rupandehi. Senior Superintendent of Police Yogeswor Romkhami presented the paper on this theme. The seminar was attended by members of local communities like, Ex-Army Associations, Aama Samuha, TolBikas Samiti, teachers and Butwal Municipality.

2014 

1. President, Dr. Govind Prasad Thapa presented paper on ‘Security Management of Lumbini Heritage’ in International Buddhist Conference held in Lumbini on Nov. 15-18, 2014.

2. The Centre organized a seminar on ‘Occupational Crime in Nepal’ on Aug 8, 2014. Retired Additional Inspector General Mr. Anant Ram Bhattarai presented the paper

3. The Centre organized seminar on ‘Principles, policy, and practices in criminal investigation in Nepal: Looking back and moving forward’ on July 18, 2014. Superintendent of Police Mr. Mahesh Bikram Shah presented the paper on this theme.

4. The Centre organized a seminar on 'Foreign policy and National Security' on 27 June 2014 (13 Asar 2071). Dr. Shambhuram Simkhada presented the paper.

5. The Centre organized a talk program on 'Environmental Security' at Wildlife Conservation Nepal (WCN) on 5 June 2014 (22 Jestha 2071), the World Environment Day. Mr Prasanna Yonjan CEO of WCN presented the paper.

6. The talk program on 'Nepal Police and Peoples' Expectations' was organized by Centre for Security and Justice Studies (CSJS) on 30 May 2014 (16 Jestha 2071) at Mahendra Police Club, Kathmandu. Senior police officers including IGP Mr. Upendra Kant Aryal and other senior DIGs, SSPs and SPs were present in the program. Also present in the program were retired IGPs, Mr. Kuber Singh Rana and Mr. Hem Bahadur Singh. Other scholars and professionals were also in the talk program.

7. The Centre organized talk program on 'Banking Information Security: Challenges and Solutions' on May 9, 2014

8. The Centre held meeting with the Security Officer In-charge of Dillibazar jail on the ‘Security system of the jail’ at Dillibazar, Kathmandu on April 16, 2014

9. The Centre organized a talk program on 'Federalism and National Security in Nepal' on April 11, 2014

10. The Centre organized a meeting with the Jailer and Security Officers of Central Jail, Kathmandu on Feb 28, 2014

11. The Centre for Security and Justice Studies (CSJS), in collaboration of Community Development Centre, Tikhedewal and Community Police Service Centre, Tikhedewal, organized a talk program on ‘Road Safety in Nepal’ on Jan 29, 2014 at Lalitpur.

12. President, Dr. Govind Prasad Thapa delivered lectures to senior officers of Armed Police Force on ‘Community Policing and Crime Investigation Techniques’ on Jan 9 and Jan 19, 2014 respectively.

13. President, Dr. Govind Prasad Thapa presented paper on 'Strategies for cross-border cooperation to combat human trafficking' on Jan 17, 2014 in a Workshop on Human Trafficking organized by International Conference of Asian Political Parties, Kathmandu, Nepal, during Jan 16-18, 2014.

14. The Centre organized a talk program on 'Peace Process in Nepal: Risk of Re-emergence of Armed Conflict' on Jan 5, 2014. Mr. Shobhakar Budhathoki presented the paper on this theme. Analysis of the situation of the country, the participants were of view that the conflict might re-remerge in the country. 

2013  

1. On 6 Oct 2013, the Centre organized a talk program on Constituent Election and Security Challenges. Mr. Anant Ram Bhattarai, former Additional Inspector General of Police presented the paper. 

2. On Sept 1, 2013, the Centre's officials took part in the discussion on 'Election Security' with the former Speaker of the Parliament Mr. Daman Nath Dhungana and former Chief Election Commissioner Mr. BhojrajPokharel and other experts.

3. The Centre published 'Kasauti ma Nepal Prahari (Scrutinizing Nepal Police)', in August 2013

4. Discussion on 'National Security Council' on Aug 23, 2013

1. 11. The Centre has organized several rounds of meetings with retired secretary of ministry of home, political leaders, and retired and serving police officers and other stakeholders on the issue of Police Service Commission in 2012.

2011 

1. On 23 Dec 2011, the Centre organized an interaction program with the retired secretaries of MoH and retired and serving police officers on the issue of Police Service Commission (PSC) at Hotel Radisson. The interaction centered on the importance and need for the PSC, the need for a new PSC Act, the functions, the composition, accountability and the relationship of PSC, MoH and Police Headquarters. Additional IGP Mr. NavrajDhakal and SSP Mr. Prakash Aryal had participated in the meeting from Nepal.

2. Meeting with former Secretaries of Ministry of Home on police reform on 6 Dec 2011 in Kathmandu. This discussion identified key issues for further discussion and actions: emerging security threats, police reform and development, Police Service Commission, Metropolitan Police, and capacity building of police.

3. President Dr. Govind Thapa spoke to Antenna Foundation Radio on police service commission on 4 Dec 2011

4. On 12 Nov 2011 Annual General Meeting was held. In this program a theme paper on the issue of Police Reform was presented.

5. President Dr. Govind Prasad Thapa participated in the delegation of study visit on the status human trafficking in Cambodia in 2011. 

6. President Dr. Govind Prasad Thapa participated in seminar on 'Peace Education' at Payap University, Chiangmai, Thailand, 2011. 

7. CSJS officials delivered lecture on bank security to officials of banks at Nepal Investment Bank Limited, Kathmandu on 26 Jan 2011.

8. The Centre organized several rounds of meetings with retired secretary of ministry of home, political leaders, and retired and serving police officers and other stakeholders on the issue of Police Service Commission in 2011. 

2009/10  

1. President Dr. Govind Prasad Thapa participated in seminar on 'Counter Terrorism Capacity Building' organized by Bangladesh Institute for Peace and Security Studies (BIPSS) at Dhaka, Bangladesh in 2010. 

2. On 5 August 2010, a meeting was held with private security companies–Nissan Private Security Company, Kathmandu Security Company, Kantipur Security Company, and Nepal Security Company on the problems and prospects of private security companies in Nepal. 

3. On 9 Nov 2009 a seminar was jointly organized on Peace building and Peace Education in Post-Conflict Societies. Prof. Dr. Edward Brantmeier of Colorado State University, USA presented the paper at School of Management, Kathmandu University, Lalitpur.

4. On 21 Aug 2009 a seminar was organized on the Master in Security Management Course at School of Management, Kathmandu University, Lalitpur. 

5. President of the Centre Dr. Govind Prasad Thapa was awarded Rockefeller Foundation Fellowship at Bellagio Study Centre, Italy, in Feb 2009.

2006-8  

1. Seminar on 'Enterprise Security Risk Management', 8 Aug 2008 at Federation of Nepalese Chamber of Commerce and Industries (FNCCI) 

2. Seminar on 'Security System Reform in Nepal', 20 Mar, 2008 at Kathmandu University, School of Management (KUSOM) 

3. Seminar on 'Security Sector Reform in Nepal', 2007 at Kathmandu University, School of Management (KUSOM) 

4. President of the Centre Dr. Govind Prasad Thapa was awarded Research Fellowship by SNV Nepal (Netherlands Development Organization) for research on 'Violence against women and access to justice' in 2007-9.

5. Centre for Security and Justice Studies developed and coordinated the Postgraduate Diploma and Master Degree in Security Management in School of Management, Kathmandu University (KUSOM) in 2007-2010.

6. President Dr. Govind Prasad Thapa delivered a paper on 'Serious Crimes in Post Conflict Societies' in October 2006 at Queens, New York, USA organized by Langhali Association, USA.

7. President of the Centre, presented paper in the seminar on ‘Combating Serious Crimes in Post-conflict Societies’ USIP, Washington, 2006.

8. President, Dr. Govind Prasad Thapa presented his paper on ‘Political Developments in Nepal’ at School of Oriental and African Studies (SOAS), London, UK on 30 Mar, 2006.

9. President of the Centre Dr. Govind Prasad Thapa participated in the workshop on ‘Delivery of Justice and Security in Fragile States’ in OECD, DFID, and Demon on 23-24 March 2006 in London, UK. 

Publication 

The Centre published its first book, Kasauti ma Nepal Prahari, in August 2013.
